Individual county social service plans submitted under the Community Social Service Act [CSSA], enacted in 1979 to establish a system of planning and providing of community social services, administered by the boards of county commissioners of each county under the supervision of the Commissioner of Human Services. Each plan contains narrative and statistical summaries of planned programs and budget estimates. Most counties are represented with a final approved plan; a few have only a preliminary or proposed plan.
